Free Governance and Approval Calendar Template for Excel

The board meets on Thursday. The papers were due last Thursday. Avoid that unpleasant discovery with a calendar that works backwards from your decision dates.

Plan steering groups, stage gates and approvals. Give each decision an owner, set the time needed for papers and reviews, and let Excel calculate the deadlines.

What is included?

SheetWhat it does
CalendarA Monday-first monthly view shows counts of decision items, papers due and internal reviews due. An annual summary shows monthly totals.
DecisionsA filterable register holds the forum, decision, decision owner, paper owner, dates, lead times, status, outcome and document address. Submission and review dates are calculated here.
HolidaysSpace for 60 holiday or closure dates. These are excluded from the working-day calculations alongside Saturdays and Sundays.
ResourcesInstructions and page addresses for supporting stakeholdermap.com templates.

Separate alerts flag overdue submissions, reviews needing attention, missing inputs and decisions still outstanding. A warning also appears when a planned meeting falls after the date the decision is needed.

The calendar counts items, not unique meetings. Three papers going to one steering group count as three decision items. Use the Decisions sheet to see their titles and owners. Completed items remain visible; cancelled items are excluded.

How submission deadlines are calculated

Enter two lead times for each item. The submission lead counts working days back from the meeting. The review lead counts working days back from the submission deadline.

For example, a steering group meets on Thursday 22 October 2026. Papers must arrive five working days before the meeting, with two more working days allowed for internal review.

CheckpointDateCalculation
Internal review dueTuesday 13 October 2026Two working days before submission.
Papers dueThursday 15 October 2026Five working days before the meeting.
Meeting / approvalThursday 22 October 2026The date you enter.

This example assumes no holidays. If you add 15 October as a non-working day, submission moves to 14 October and internal review moves to 12 October.

Positive lead times exclude the meeting or submission day itself. A lead time of zero means the same day. The workbook does not move a meeting that you enter on a weekend.

Add your holidays first. No public holidays are preloaded because teams work in different locations. Include dates from the previous year when January meetings have December preparation deadlines.

How to use the calendar

  1. Choose the view. On Calendar, enter the year in B5 and month number in D5. The status date in F5 uses TODAY().
  2. Replace the examples. On Decisions, use rows 8 to 107. Edit columns A to J and M to P. Keep the formulas in K, L, Q and R.
  3. Define each item. Add an ID, forum, type and a specific decision or paper title. “Authorise the next stage” is clearer than “Stage gate”.
  4. Assign both owners. Name the person preparing the paper and the person or group authorised to decide.
  5. Enter the dates and lead times. Record the meeting date and the date the project needs a decision. Use whole working days for submission and review lead times.
  6. Add holidays and closures. Enter real Excel dates on Holidays, in A7:A66.
  7. Update status and outcome. Mark papers as Submitted when sent. Record the decision as Approved, Rejected, Deferred or Cancelled when appropriate. Add the outcome, next action and paper or minutes address.
  8. Review exceptions. Filter the register by owner, date or alert. If a meeting is too late, seek an earlier decision rather than hiding the warning by moving the needed-by date.

To clear the examples, clear the contents of A8:J10 and M8:P10. Do not delete the rows or clear the calculated columns.

Who owns the decision and the paper?

The decision owner has authority to make or confirm the decision, such as the sponsor, board or change authority. The paper owner prepares the submission and gets it to the right people on time. They may be different people.

Agree the lead times with the forum before relying on them. Some boards need papers a week ahead; others have longer review or circulation requirements. The example lead times are not a recommended policy.

Frequently asked questions

Can I use it for steering groups, stage gates and individual approvals?

Yes. Use the Type dropdown and name the relevant forum or approver. One row represents one decision or paper, so you can have several rows for the same meeting.

What if no paper is needed?

Choose Not required in Paper status. The paper and review deadlines remain blank, while the decision stays on the calendar.

Does changing the year move my meetings?

No. The year and month selectors change the calendar view only. Meeting and needed-by dates remain as entered. Update those dates when planning a new year.

What happens when a decision is deferred?

Choose Deferred, record what needs to happen next and update the meeting date when agreed. Keep the previous decision history in the outcome notes or a separate decision log.

Can I add more than 100 items?

The supplied calendar and formulas cover rows 8 to 107. Adding rows beyond that range requires extending the formulas, validation and calendar references. The holiday calculations cover rows 7 to 66.

Why is a deadline blank?

Check the decision title, meeting date and submission lead. The review deadline also needs a review lead. Use numeric zero for a same-day deadline, not a blank cell. Papers marked Not required have no paper deadlines.

Does this send reminders or approve papers?

No. It shows dates and alerts inside Excel. It does not send emails, create Outlook appointments, collect approvals or provide an automatic audit trail.

Can I print it?

Yes. Choose the calendar area and use Print Selection in Excel. Check Print Preview and use landscape orientation if helpful. The light theme uses less ink.

Do I need macros or add-ins?

No. The templates use standard Excel formulas, tables and dropdowns. Other spreadsheet applications may display formatting or controls differently.
